Description of Requirement: Canadian Heritage (PCH) wishes to set up a contract in the form of an annual agreement for specialized meteorological reporting and monitoring services for all of the department's events, or events in which the department is involved. The contract will be for a period of two (2) years, with the possibility of two of two (2) optional periods of one (1) year each. Duration of Contract: The period of the Contract is from date of Contract award to September 30 2027 inclusive. Option to Extend the Contract The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period(s) under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment. Canada may exercise this option at any time by sending a written notice to the Contractor before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment. Evaluation Process and Selection Methodology Evaluation Procedures (a) Bids will be assessed in accordance with the entire requirement of the bid solicitation including the technical and financial evaluation criteria. (b) An evaluation team composed of representatives of Canada will evaluate the bids. Technical Evaluation Bidders are encouraged to address the Technical Criteria in sufficient depth in their proposals to permit a full evaluation of their proposals. The onus is on the Bidder to demonstrate that it meets the requirements specified in the solicitation. Mandatory Technical Criteria All bids will be evaluated to determine if the Mandatory Technical Criteria detailed in Attachment 1 to Part 4 have been met. Bid that do not meet ALL Mandatory Technical Criteria will be declared non-responsive and their Proposal will be given no further consideration. Financial Evaluation The price of the bid will be evaluated in Canadian dollars, Applicable Taxes excluded, FOB destination, Canadian customs duties and excise taxes included. Bidders must submit their prices in accordance with the Pricing Schedule at Attachment 2 to Part 4. Security Requirements There are no security requirements.
