Carroll Independent School District is issuing a multi-award Request for Proposal, solicitation number 24-07-01-03, to establish an approved vendor list for specialty items, promotional materials, and custom apparel. This catalog-style agreement is intended to provide a broad base of vendors for as-needed purchases throughout the 2024-2025 school year, with the option for three additional one-year extensions through the 2027-2028 school year. The scope of work includes awards, trophies, and related services, though it specifically excludes athletic uniforms for certain sports. All products must be new and of the highest quality, with pricing remaining firm for the contract term and inclusive of all shipping and handling charges on an F.O.B. Destination basis. Awards are based on a best-value trade-off process rather than the lowest price, considering factors such as purchase price, vendor reputation, product quality, and the vendor's past relationship with the district. Proposals must be submitted electronically via the CISD Ionwave portal and must include several mandatory documents, including a W-9, Certificate of Insurance, Conflict of Interest Questionnaire, and certifications regarding lobbying and EDGAR compliance. Vendors are also required to submit a notarized Proposal Evaluation Waiver. Contract administration is managed by the Carroll ISD Purchasing Department, with payments issued net 30 days following the submission of itemized invoices referencing approved purchase orders.
