AI Contract Overview
The Naval Air Warfare Center Weapons Division in China Lake, California, intends to acquire SAR testing services on a sole-source basis from RF Exposure Lab, located in San Marcos, California. This procurement is designated as a single-source effort because RF Exposure Lab is uniquely capable of conducting the specialized testing required for certain radios, including measurements at very close ranges (5mm), with high precision and electrical testing that meets strict tolerances. The contract is not open for competitive proposals; however, other firms that believe they can meet these specific requirements are invited to submit capability statements within five days of the notice, demonstrating their experience and ability to perform the work without compromising quality or schedule. All responsible sources must be registered in the System for Award Management (SAM) to be eligible for award, and new or renewing registrations must include a notarized letter identifying the authorized Entity Administrator. This process is essential because the government cannot award contracts to entities without an active SAM registration. The solicitation, titled "Specific Absorption Rate (SAR) Testing Services," was posted on September 4, 2025, with a response deadline of September 9, 2025. Interested parties can find additional details and respond through the provided link on SAM.gov. The contracting officers for this effort are Yvonne Stockwell and Faith L. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.
