The Millennium Development Authority (MiDA), on behalf of the Government of Ghana and supported by funding from the Millennium Challenge Corporation (MCC), is inviting bids for the procurement and implementation of an Outage Management System (OMS) and Advanced Distribution Management System (ADMS) for the Electric Company of Ghana Limited (ECG)/Power Distribution Services Ghana Limited (PDS). This procurement is part of the broader Millennium Challenge Compact aimed at reducing poverty and fostering economic growth in Ghana by improving power reliability and quality. The Compact, which totals nearly $498.2 million with the Government of Ghana contributing at least 7.5%, supports multiple projects including financial and operational turnarounds for Ghana's power distribution entities, regulatory strengthening, access enhancement, power generation improvements, and energy efficiency initiatives. Although the Compact's formal implementation period ends in 2021, commitments under this contract will continue beyond that date as specified under the Compact’s terms. Bidders are required to submit sealed bids by August 2, 2019, with no prior pre-qualification but subject to a qualification review and reference checks before awarding the contract. The procurement will follow MCC’s competitive bidding procedures, which share similarities with World Bank standards but include distinctive requirements described in the bidding documents. A pre-bid conference is scheduled for June 19, 2019, in Accra to provide clarifications. Bid submissions must include a bid security as detailed in the bidding instructions, with bids to be delivered physically; electronic submissions will not be accepted. Interested parties can request the bid documents from the MiDA Procurement Agent via email. Evaluation of bids will be conducted by a designated Bid Review Panel based on stated qualification and technical criteria. The overall objective is to enhance private sector investment, employment, and income generation by upgrading Ghana’s electricity distribution systems through this OMS/ADMS implementation.
