The Naval Information Warfare Center, Pacific plans to award a Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis to Metron, Inc., specifically their Scientific Solutions Division, for ongoing software and training material development supporting the Executable Architecture Management System (ExAMS) project. This contract covers a wide range of activities including systems engineering, software design and development, integration, testing, installation, training, lifecycle maintenance, management support, and documentation. ExAMS is a highly complex and extensive system that has been developed over the past seven years exclusively by Metron, containing millions of lines of code with multiple architectures, interfaces, analysis algorithms, and testing suites. The Government currently holds the codebase and is responsible for deployment but relies heavily on Metron for design capability enhancements, internal interface development, algorithm design, testing procedures, and advanced operational training due to the contractors’ unique in-depth knowledge and operational experience with the system. Since the Government lacks detailed understanding and operational experience with the ExAMS software and analytical processes, Metron remains indispensable in providing follow-on courses, operational analysis support, and system enhancements. The work will primarily be conducted at government sites (approximately 90%), with the remaining tasks performed at the contractor’s facility. The applicable NAICS code is 541511 with a small business size standard of $27.5 million. While this notice indicates a sole source intent, other firms may submit capability statements or proposals for consideration. Responses must be submitted by May 24, 2019, with vendors required to be registered in both the System for Award Management (SAM) and the SPAWAR E-Commerce websites. This notice is anticipatory and not binding, emphasizing Metron's current exclusive position as the only source able to provide the comprehensive expertise necessary to support and advance the ExAMS project.

Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a Cost Plus Fixed Fee IDIQ Contract on a sole source basis to Metron, Inc. for software and training materials development services in support of Executable Architecture Management System (ExAMS) project from Metron Inc., Scientific Solutions Division. This effort encompasses systems engineering, software design, software development, integration, testing, installation, training, life cycle maintenance, management support, and system documentation for ExAMS. ExAMS has been under development for over 7 years with the sole source contractor. ExAMS is a very complex system with millions of lines of code encompassing multiple: architectures, engineering and user interfaces, analysis algorithms, framework interface designs, and software testing suites & procedures. In order for the Government to take charge of this system within the next five years, it must understand and have a working knowledge of all ExAMS software design & code base, statistical analysis algorithms, application & database components, web & internal interfaces, testing systems & methodologies along with all the various end user analysis techniques. The sole source contractor conducted the initial application software design, development and deployment in house. The Government has since received the codebase and are responsible for the deployment functions. The Government has also received the basic) training/curriculum. That said, the Government is still reliant on the sole source contractor for capability design to include capability enhancements, internal analysis design, internal interfaces, algorithms and testing processes and is reliant on the sole source contractor for follow-on courses/curriculum development as the follow-on courses deal with operational use (analysis) of the ExAMS application. The Government is also completely reliant on the sole source contractor for the operational use of the system in the conduct of analysis projects. The Government has limited understanding of the software and no experience with the operational use of the application and its analysis process. The sole source contractor is currently the only source that can provide in depth understanding and operational use of this complex application and analysis process. The sole source contractor currently retains the majority of developmental and operational knowledge. The estimated place of performance for this action would be 90% at government facilities and 10% at the contractor facility. The applicable NAICS Code is 541511 and the business size standard is $27.5M. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can perform these services may be considered by the agency. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any comments, questions or concerns regarding this notice must be submitted IN WRITING via e-mail to contact@example.gov. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov/. To respond to this announcement, you must be registered to the SPAWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil. Responses are due by 5/24/2019. The proposed Solicitation Number is to be determined.
