This IDIQ contract award provides comprehensive software maintenance and operational services for the Loan Accounting System (LAS), a mission critical system used by HUD. The scope of work includes Steady State Maintenance Levels 1 and 2, as well as various optional tasks to ensure the continued operation of the system. The LAS utilizes proprietary Nortridge Loan Software configured to meet specific business requirements and financial interfaces, currently managing thousands of active loans and receivables across the Section 201, 202, and 236 portfolios. The contract was awarded to Nortridge as a non-competitive procurement because they are the sole manufacturer of the software and the only entity authorized to access or modify the proprietary code. Due to this exclusive ownership and their deep knowledge of HUD business practices, Nortridge was identified as the only responsible source capable of satisfying the agency requirements. The award establishes a sixty-month base contract to maintain the stability and functionality of the LAS environment.
