The U.S. Army Accessions Information Environment (AIE)

The Army Contracting Command - New Jersey awarded Other Transaction Agreement W15QKN-19-9-6000 to Booz Allen Hamilton, Inc. on April 30, 2019. This agreement focuses on the development of a prototype for the U.S. Army Accessions Information Environment (AIE), a program of record designed to modernize the Army Accessions Enterprise. The primary objective is to replace legacy systems, specifically ARISS and CCIMM, with a secure, cloud-hosted, net-centric solution utilizing commercial off-the-shelf software. This modernization effort aims to enhance the Army's recruiting and accessioning processes through data-driven analytics, improved workforce efficiency, and updated business practices to help meet and maintain end-strength goals. The project encompasses a comprehensive scope including systems engineering, program management, and organizational change management, with a strong emphasis on security compliance and the protection of personally identifiable information and protected health information. The development process followed a rigorous multi-step acquisition strategy involving white paper submissions, offeror and government-defined demonstrations, and a detailed requirements traceability matrix to ensure the solution met specific functional capabilities such as records management and a common operating picture. The resulting environment is intended to provide a scalable, multi-tenant infrastructure that supports the U.S. Army Training and Doctrine Command in optimizing its accessions pipeline.
