NASA Headquarters (NASA HQ) intends to extend the ordering period and increase the maximum ordering value of Spectrum & Resources Management, Engineering and Programmatic Support (SpectRE) services contract (80HQTR21D0003) by means of other than full and open competition to Agile Decisions Services, LLC (ADS). The ordering period will be extended an additional year through March 31, 2027. The increase in the maximum ordering value will be in the amount of $22,342,052.00. This will allow for the continuation of services for the period from April 1, 2026, through March 31, 2027. The SpectRE services contract was competitively awarded on February 23, 2021, with an effective date of April 1, 2021, as a hybrid Cost-Plus-Fixed Fee (CPFF) and Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The initial maximum ordering value was $68,000,000. The ordering period of the IDIQ contract is five (5) years and the effective period of performance of the task orders is also five (5) years. Under the SpectRE services contract ADS provides professional expertise in the disciplines of regulation management, reengineering, budget formulation and execution, public engagement, and general program and mission directorate support. NASA does not intend to conduct a follow-on procurement for the SpectRE services contract.

ADS possesses the critical knowledge and insight gained from providing support under the SpectRE services contract, which is essential for a contractor to effectively continue meeting contract requirements. NASA’s Space Communications and Navigation Program provides the Agency with essential communication and navigation capabilities and serves as the primary authority for managing spectrum allocations and assignments, supporting both the Agency and the U.S. commercial space communication sector. The program also leads coordination with national and international spectrum management organizations. ADS’s continued support is vital for the uninterrupted delivery of services, including general spectrum management, compatibility analysis, communication and sensor technologies, radio-investigation and Global Positioning System (GPS) technologies, spectrum considerations for extraterrestrial missions, life assessments, and orbital debris management. These services are crucial for NASA to remain a leader in national spectrum management and to support both its mission objectives and its role in assisting the U.S. commercial space communications industry.
NASA HQ intends to use the authority of FAR 6.103-1 for this action. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Patrick Dewyngaert at patrick.b.dewyngaert@nasa.gov not later than 3pm EST on 3/23/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
