Alief Independent School District (AISD) has issued an annual solicitation (Bid #2440) seeking to establish a multi-award contract for specialized educational services, including Speech Pathologists (SLPs), Diagnosticians, Special Education Teachers, and Licensed Specialists in School Psychology (LSSPs). The contract aims to support students with special education needs, particularly those with high medical requirements, by providing qualified personnel to deliver individualized services consistent with each student's IEP at designated schools throughout the district in Texas. The procurement process is structured as a negotiated, multi-award solicitation allowing the District to build a pool of qualified vendors who will respond to incremental service requests at firm fixed hourly rates. Proposals are accepted on a continuous basis until October 31, 2029, with awards made progressively, promoting flexibility and responsiveness to the evolving needs of the district’s special education programs. Vendors submitting proposals must include key compliance documentation such as a signed Affidavit of Compliance, a List of References and Experience, and rate sheets, with additional attachments as applicable. Pricing is evaluated primarily on firm fixed hourly rates in relation to the bidder’s technical qualifications and experience supporting school districts’ special education populations. The contract incorporates performance standards aligned with IEP requirements and mandates bond and prevailing wage compliance for bids exceeding specified thresholds. While no formal FAR clauses or detailed inspection criteria are cited, the solicitation emphasizes the importance of vendor experience, program success, and ongoing collaboration with district special education staff. The contract also contains renewal provisions through 2029 to accommodate legislative changes and mutual interests. Administrative details direct proposal submissions electronically via AISD’s procurement portal, with the designated buyer serving as a primary point of contact. Overall, this solicitation establishes a flexible and qualified vendor pool to meet Alief ISD’s comprehensive special education service needs over a multi-year timeframe.
