Spill FRT Courses

The contract, titled Spill FRT Courses and identified by solicitation number N0018926QB061, is a total small business set-aside under FAR 19.5 for services to be performed by a small business concern within the NAICS code 541620. The contractor will deliver safety, occupational health, environmental, and emergency response training courses for the Naval Safety Command in Norfolk, Virginia, using contractor-provided instructional materials, equipment, and methodologies adhering to the Instructional System Design (ISD) PADDIE+M framework. Annual updates to course content are required to align with current regulations including OPA 90, SPCC, 40 CFR Parts 100–140, OPNAV 5090.1, and Navy F-76 standards, and the curriculum must support American Council on Education accreditation guidelines. The contract has a base ordering period from April 1, 2027, through March 31, 2032, with an optional extension through September 30, 2032 under FAR 52.217-8.
