The U.S. Department of Defense, through DLA Distribution Hill at Hill Air Force Base, Utah, is soliciting firm-fixed-price quotations for 1,000 units each of four distinct sizes of spiral rib threaded potted insert fasteners, identified by their NSNs and approved part numbers from Witten Fasteners. The requirement is classified under NAICS code 332722 with a small business size standard of 600 employees and is set aside entirely for small businesses under FAR 19.5. The items—10-32, 5/16-24, 3/8-24, and 1/4-28 threaded inserts—are to be manufactured from stainless steel, conform to Mil-S-7742 thread specifications, and meet defined dimensional and performance criteria including head diameter, thread depth, and skin thickness. All quotations must be all-encompassing of total delivered cost to the specified destination, with no tax liability due to federal agency exemption. The Buy American Act and related DFARS clauses strictly require domestic content, and any “or equal” submissions must include complete technical literature demonstrating equivalence and compliance. Items must be packaged to ASTM D3951 standards and delivered within 30 days after award to the designated location at Hill AFB, under FOB destination terms. Quotations must be submitted electronically by June 8, 2026, at 1:00 PM Eastern Time, in three separate files addressing technical capability, past performance, and pricing/administrative information, all emailed to John.Sproul@dla.mil with a specified subject line format. The evaluation follows a lowest price technically acceptable (LPTA) methodology, where offerors must first pass pass/fail gates for technical capability and past performance before price becomes the determining factor for award. Payment will be processed exclusively through Wide Area Workflow using designated DoDAACs and routing codes, requiring the contractor to be currently registered in the System for Award Management throughout the procurement lifecycle. Contractors must provide complete supply chain traceability, including CAGE codes and manufacturer batch data, and must mark all shipments and documentation with the contract number. Compliance with numerous FAR and DFARS clauses covering payments, trafficking in persons, DEI discrimination, hexavalent chromium restrictions, export controls, and prohibition on sourcing from Xinjiang or the Maduro regime is mandatory. All quotes must include required certifications, be in English, and include Controlled Unclassified Information markings where applicable;
