Spirometer

The Department of National Defence through Canadian Forces Health Services is seeking to procure twenty-five spirometers as the standard respiratory function measurement device across its operations, with an option to acquire up to twenty additional units annually for five years, extending through March 31, 2030. The initial contract period runs from award date to March 31, 2027, with the requirement that all twenty-five units and their three-year all-inclusive warranty be delivered within twelve weeks of award or by the contract end date, whichever comes first. Delivery must be made DDP Petawawa under Incoterms 2020, with packaging adhering to environmentally preferable standards—reusable, returnable, or recyclable materials are mandatory except for specialized packaging required for technical performance like temperature control. The spirometers must meet strict technical specifications: dimensions no greater than 250 mm x 250 mm x 60 mm and weight under 1500 grams; dual voltage compatibility (100–120V and 220–240V); operation across storage temperatures from -40°C to 50°C; and integrated line conditioning with battery backup. Software must comply with GLI 2012 and NHANES III predictive norms and incorporate the 2019 ATS/ERS technical standard changes, while also being capable of physically printing reports including lower limits of normal values. Mandatory measurements include FVC, VC, MVV, FEV1, FEV1/FVC ratio, IVC, Te, Ti, and pre/post bronchodilator comparisons, with additional technical points awarded for cold air provocation and methacholine challenge capabilities. Offers must be submitted in Canadian dollars, excluding applicable taxes, and include all shipping, customs duties, and freight charges. Evaluation is based on a weighted scoring system: 65% technical merit and 35% price, with a pass/fail threshold requiring compliance with all mandatory criteria and a minimum technical score of 10 points. Offerors must submit technical, financial, and administrative sections separately, including signed declaration and submission forms, and ensure their proposals remain valid for 120 days after the deadline of June 14, 2026. Compliance with the Government of Canada’s Code of Conduct for Procurement, Anti-forced Labour Requirements, and International Sanctions is mandatory, with certification that no contingency fees were paid to lobbyists under the Lobbying Act.
