The Defense Logistics Agency’s Maritime Norfolk division intends to award a firm fixed price contract for the fabrication of heavy steel sponson structures based on Norfolk Naval Shipyard specifications. The contract includes manufacturing one main structure compartment and foundation, six electrical enclosure foundations, a deck house compartment, a local control room with a landing platform, and three workshop structural bulkheads with an additional landing platform. Additionally, vendors must supply various outfit items such as chute assemblies, handrail assemblies, safety net assemblies, and miscellaneous foundations and weather arrangements. Installation will be handled by the Norfolk Naval Shipyard, so the contractor’s responsibility is limited to fabrication only. Vendors must comply with stringent military and naval standards, including multiple MIL-STDs and NAVSEA technical publications, which govern welding, fabrication, inspection, handling of hazardous materials, shock testing, electromagnetic compatibility, and cleaning and painting requirements. These standards are more rigorous than typical commercial metal fabrication standards, requiring highly qualified personnel and specialized expertise. The solicitation, set aside entirely for small businesses, will be available for download starting around June 26, 2014, and interested parties must be registered in the System for Award Management (SAM) to request the detailed drawings. Contact for the solicitation is Bonnie Parker, with communications requiring the solicitation number or keyword in the subject line due to security protocols. Vendors submitting proposals must self-certify eligibility by confirming they and their principal officials are not suspended or debarred from federal contracting. The work will be performed in Portsmouth, Virginia.
