THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is a means of conducting market research to identify parties having an interest in and the resources to support the requirement for spray polyurethane foam insulation services at the Naval Surface Warfare Center, Carderock Division (NSWCCD). The information gathered will be used to determine the best acquisition strategy for this procurement. This notice does not constitute a solicitation. Please be advised: The Government strongly suggests that interested parties must be located within the state of Maryland to be considered for this requirement. SUBJECT: Sources Sought Notice for Spray Polyurethane Foam (SPF) Insulation at Bldg. 9 Mezzanine. INTRODUCTION: The Naval Surface Warfare Center, Carderock Division (NSWCCD) is conducting this Sources Sought to identify contractors who possess the capabilities to provide the services specified herein. The results will help determine the availability and capability of potential sources and influence the acquisition strategy, including the possibility of a small business set-aside. It is highly preferred and strongly suggested that responding firms have a primary business location or established physical presence within the State of Maryland. The anticipated NAICS Code for this requirement is 238310, Drywall and Insulation Contractors. The corresponding SBA size standard is $22 Million. If contractors believe a more appropriate NAICS applies, please include that feedback in your response. This notice shall not be construed as a Request for Quote (RFQ) or as any commitment by the Government. The Government does not intend to award a contract based on this request, and no reimbursement will be made for any costs associated with providing information in response to this notice. DESCRIPTION OF THE REQUIREMENT: Purpose and Objectives: The contractor shall provide all supervision, labor, materials, and equipment necessary to prepare surfaces and apply spray polyurethane foam (SPF) insulation, a fire stop intumescent coating, and a protective epoxy finish coat to the interior roof and walls of the Bldg. 9 Mezzanine area at NSWCCD. The objective is to install a high-performance air barrier and insulation system to improve energy efficiency, durability, and environmental control. Project Requirements: The work area is approximately 5,180 sq. ft. (56 x 41 x 21 walls). The scope includes1.Surface Preparation: Clean all substrates per industry standards until they are dry and clean.2. Spray Foam Application: Ceiling: Apply closed-cell SPF insulation to a thickness of 3 inches (R-21 Value).?Walls: Apply closed-cell SPF insulation to a thickness of 4 inches (R-28 Value).3. Protective Coatings: ? Apply a fire stop intumescent coating over all foam surfaces.? Apply two finish coats of Pre-Catalyzed Water-Base Epoxy in semi-gloss white. Special Qualifications: The contractor shall have a minimum of 5 years of experience in the application of commercial spray foam insulation systems.
