This contract pertains to the procurement of Spray Ring Assemblies specifically designed for the F-100/220/220E engines. The item, identified by NSN 2915-01-471-3479 and part number 4085198, is a fuel system manifold assembly manufactured primarily from a nickel alloy, featuring a .250 tube diameter with a 15.717 radius. The contract requires a minimum delivery of 3 units and a maximum of 17 units by December 31, 2009, with the solicitation anticipated to be issued on May 1, 2008, and closing on June 6, 2008. First Article Testing is mandatory, and qualification of sources is required prior to award consideration, underscoring the strict standards and limited number of qualified manufacturers authorized to supply these assemblies. The procurement process is conducted under a limited source justification, as the supplies are available from only a few responsible sources, including Woodward FST Inc., Wood Group Fuel Systems, and United Technologies. Potential bidders must meet qualification requirements outlined by the Source Development Office at Tinker AFB. The solicitation request process includes an appointed Ombudsman to address contractor concerns confidentially during proposal development, enhancing communication without influencing the evaluation or source selection. Interested parties, including small businesses seeking subcontracting opportunities, are encouraged to engage with the listed firms or contact the designated contract specialist, Antonino D. Lenora, for additional details. Export control measures apply to this acquisition, reflecting the sensitive nature of the parts and their use in military aviation engines.
