The solicitation further incorporates mandatory clauses relating to whistleblower rights, trafficking in persons, employment eligibility verification, sustainable products, and limitations on arbitration agreements, alongside the Buy American Act and Berry Amendment requirements, with a reduced threshold of $150,000. All pricing must be submitted via DIBBS by August 20, 2026, and contract administration requires electronic invoicing through WAWF, with payment processed based on the resulting award’s assigned DoDAACs. The contract does not qualify as a small business set-aside but permits HUBZone price evaluation preferences unless waived, and all offerors must maintain current representations in SAM, including socioeconomic status and joint venture affiliations. Inspection and acceptance will occur at the destination, and any hazardous materials delivered must be labeled per OSHA’s Hazard Communication Standard.
