AI Contract Overview
The contract pertains to the procurement of 17 helical compression springs with NSN 5360-00-663-1118 under solicitation SPE7M4-26-T-276Q, issued by the Defense Logistics Agency’s Fluid Handling Division. The delivery is required within 838 days from award, and the solicitation is open for responses until August 3, 2026. The Government may make multiple awards if advantageous, but any single awardee receiving less than the full requirement must still apply the submitted unit price for partial quantities, and the highest-value offer must receive at least 60% of the total volume. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with inspection and acceptance conducted at origin per MIL-STD-1916 or ASQ H1331, using zero-defect sampling unless otherwise specified, and verification levels for critical, major, and minor attributes are strictly defined. Configuration changes require formal engineering change proposals, and all items must comply with physical identification and marking requirements. The contract imposes strict cybersecurity and export control obligations. Offerors must be certified under Cybersecurity Maturity Model Certification (CMMC) Level 2 and validated by a certified third-party assessment organization. Technical data associated with the item is controlled under ITAR or EAR, prohibiting unauthorized export or disclosure to foreign persons anywhere, including foreign nationals within the U.S., and requires compliance with DFARS 252.225-7048. Access to controlled data is restricted to contractors with approved US/Canada Joint Certification Program status, completion of mandatory DOD export control training, and explicit authorization from DLA. The place of performance is in Phoenix, Arizona, with Blake Tushar as the primary point of contact, and the NAICS code indicates the industrial classification as manufacturing of other spring and wire product manufacturing.
