Notice of Intent to Sole Source - Springer Electronic Journals Subscription

The USACE, Engineer Research and Development Center (ERDC) intends to award on a sole source basis under authority of (FAR 13.106-1) to Springer Science + Business Media, LLC, 233 Spring Street, New York, NY 10013-1522, as the only responsible source that can provide electronic access to Springer Digital Library. Springer Science + Business Media, LLC is the sole publisher and provider of the electronic access to Springer Digital Library. This requirement is being conducted under the Simplified Acquisition Procedures (SAP). The intended procurement will be classified under North American Industry Classification System (NAICS) 519130 with Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document will exist for this requirement. However, parties interested in responding to this notice shall submit technical data, including price and sufficient documentation to determine capability in providing the same or similar product. All statements received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Vincent.Durman@usace.army.mil with solicitation number referenced in the subject line no later than 12:00 p.m. CST, on November 23, 2015. Oral communications are not acceptable in response to this notice.
