SR-241/SR-91 Tolled Express Lanes Connector Project

The SR-241/SR-91 Tolled Express Lanes Connector Project, managed by Caltrans District 12 in Orange County, involves the construction of a direct-connect structure between State Route 241 and State Route 91. The project will establish two express lanes: one connecting northbound SR 241 to eastbound SR 91, and another connecting westbound SR 91 to southbound SR 241. The work is located across Orange and Riverside Counties, specifically spanning SR 241 from post mile 33.6 to 39.1 and SR 91 from post mile R15.9 to R18.9, affecting the cities of Anaheim, Yorba Linda, and Corona. The scope of work includes the installation of guardrails, outlet pipes, underground storm drainpipes, and bioswales, as well as the reconfiguration of earthen channels into concrete-lined v-ditches. To address environmental impacts, the California Department of Fish and Wildlife amended the Lake and Streambed Alteration Agreement EPIMS-ORA-41486-R5 to update the project from streambed or riparian habitat re-establishment credits to enhancement credits under Fish and Game Code section 1602. The project has been approved by the California Transportation Commission and the California Department of Fish and Wildlife, with both agencies determining that the project will not have a significant environmental effect, provided that the adopted mitigation measures and monitoring plans are followed in accordance with CEQA requirements.
