The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with SRCTec, 5801 East Taft Road, North Syracuse, NY for the acquisition of twenty-one (21) SR Hawk Fixed Mount Ground Based Radar System SRC2401A-FDv(1); twenty-five (25) SR Hawk Fixed Mount Ground Based Radar System SRC2401B-FDv(2); and forty-six (46) system cables, P/N SCP2617 in support of the Special Missions program. The award may include options which are included in the quantities listed above. The salient characteristics of the SR Hawk are: Ground Surveillance Radar (GSR); lightweight (<45 lbs); man-portable; Moving Target Indicator (MTI) radar; self-surveying and self-aligning; controlled locally or remotely and mounted on a tripod, vehicle, or at a fixed location; all weather operations. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
