SR Raft Alignment Systems & Load Levers

The University of California, on behalf of the Lawrence Berkeley National Laboratory (LBNL), is soliciting proposals under RFP No. MG-06152026 for SR Raft Alignment Systems and Load Levers, a critical procurement supporting the final alignment of the Storage Ring composed of 48 raft/plinth assemblies. This procurement is structured as a Firm Fixed Price contract with a Total Small Business Set-Aside under FAR 19.5, restricted exclusively to small businesses as defined by NAICS code 332999. The solicitation is divided into three distinct work packages: Work Package 1 involves the fabrication, procurement, quality management, and kitting of alignment components per BOM AL-1889-5173, requiring serialization of machined parts under EG-1002-1955 and SAE AS478-15B2; Work Package 2 covers the production of load leveler shims in five types with first article and production batch quantities; Work Package 3 includes the manufacture and delivery of Airloc™ load levelers. All offerors must submit technical and business volumes with mandatory enclosures including the AL-1208-0209 Supplier Quality Evaluation Survey, Past Performance Reference Form, Representations and Certifications, and a detailed Cost Proposal Schedule. The evaluation is conducted under a Lowest Price Technically Acceptable (LPTA) approach, where technical acceptability is determined through rigorous assessment of compliance with the Statement of Work, manufacturing capacity, delivery schedule, past performance, and quality management systems before award is made to the lowest-priced technically acceptable offeror.
