The City of Rogers, Arkansas, is soliciting letters of interest for professional engineering, design, and construction engineering and inspection (CEI) services to implement three temporary roadway safety demonstration projects. Funded by the U.S. Department of Transportation Federal Highway Administration (FHWA) Safe Streets and Roads for All (SS4A) Grant Program (Federal Award No. 693JJ32640757), the initiative focuses on utilizing modular and removable materials for safety improvements. The scope includes construction-document-level design and CEI services for West Persimmon Street, South 5th Street, and six crossing improvements along the Railyard Loop Trail. The selected firm will also support pre- and post-installation data collection and the development of a traffic calming toolkit for the USDOT. This procurement is governed by Title 23 CFR Part 172 and 2 CFR Part 200, requiring strict adherence to the Build America, Buy America Act and prohibitions on certain telecommunications and video surveillance equipment. Evaluation of firms will be based on four equally weighted criteria: staffing, professional reputation, work performance in similar safety assessments, and past experience. Applicants must submit a cover letter, SF 330 Parts I and II, an equal employment opportunity policy, and a DFA Illegal Immigrant Contractor Disclosure Form by November 3, 2026. The City intends to award a single contract to the highest-ranked firm following a shortlisting process.
