The Idaho Department of Administration, Division of Purchasing, has issued a notice of intent to approve a sole source authorization for the Idaho Department of Health and Welfare to procure vaping and tobacco intervention and cessation support services from the American Lung Association. This procurement, identified by solicitation number 840, is intended to cover a three-year term for fiscal years 2025 through 2028 with an anticipated total cost of 500,453.08 dollars. The services specifically include the delivery of the INDEPTH and Not On Tobacco programs, which are tailored for Idaho schools to support the strategic plan of Project Filter. The determination for a sole source award is based on the finding that the American Lung Association is the only qualified vendor capable of providing these unique programs, as they are the original developers of the curriculum. The justification notes that other alternatives were researched but deemed inadequate due to a lack of necessary training and local coordination capabilities. Interested vendors had until March 13, 2025, to file a challenge to this procurement in accordance with Idaho Code section 67-9232(4).
