Response Deadline
The Naval Air Systems Command (NAVAIR) Aerial Targets Program Office (PMA-208) at Patuxent River, MD plans to enter into sole source negotiations with Northrup Grumman Systems Command (NGSC) for a Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement N00019-25-G-0003. This delivery order covers post-production support for the BQM-34S Aerial Target spanning calendar years 2027 through 2030, including one base year and three option years. The contract is expected to be awarded in the second quarter of fiscal year 2027 and to be completed 48 months afterwards. NGSC, located in Rancho Bernardo, CA, is uniquely qualified as the sole designer, developer, and manufacturer of the BQM-34S, possessing exclusive rights to essential mission kits, tooling, software, and support equipment required for maintenance and repair of the system. Procurement will proceed under statutory authority permitting other than full and open competition, as NGSC is the only responsible source able to meet the government's requirements given their proprietary technical data and experience with the BQM-34S SSAT system. While this synopsis serves only as an informational notice and is not a solicitation for competitive proposals, interested parties may submit capability statements for consideration to determine whether competitive procurement is warranted. The government makes no commitments regarding contract awards or solicitations, and interested subcontractors are advised to contact NGSC directly for potential opportunities. The place of performance is San Diego, California, and points of contact within the Naval Air Systems Command are provided for further communication.
