Empire State Development is soliciting qualified Technical Assistance Providers to deliver legal, accounting, and financial services to eligible beneficiaries in New York State. This initiative, titled SSBCI Technical Assistance to Capital Programs (Round 2), specifically targets very small businesses with fewer than ten employees and businesses owned and controlled by socially and economically disadvantaged individuals. The primary objective is to prepare these entities for SSBCI capital programs and other federal or jurisdictional small business programs, with a specific focus on loan and surety bond readiness. Selected providers must maintain a physical presence in New York State, conduct at least 80 percent of their business within the state, and commit to providing services across three or more designated regions. The contract is expected to run from mid-February 2027 through October 31, 2028. Awards are based on a competitive scoring process that prioritizes geographic distribution, cost-effectiveness, and the ability to support SEDI-owned and very small businesses. Applicants must submit a comprehensive package including a project budget, three years of financial statements, and a diversity practices questionnaire by November 10, 2026. Performance is monitored through quarterly reporting and grant expenditure summaries. Providers are required to adhere to ESD IT security standards and must certify that any subcontractors are not suspended or debarred from federal assistance programs.
