Solicitation number AG-82X9-S-11-0027 outlines a stewardship project for the Black Hills National Forest in Custer, South Dakota. This full and open competition under NAICS code 115310 involves a commercial item acquisition where the government trades goods for services. This announcement constitutes the only solicitation; proposals are being requested/accepted and a separate written solicitation will not be issued. This request for proposals is being issued under solicitation number AG-82X9-S-11-0027 St Elmo Stewardship. This document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-49 effective 01/24/2011. This solicitation is being advertised as a full and open competition under the NAICS code 115310 - Support Activities for Forestry, with a size standard of $7.0 Million. The Black Hills National Forest stewardship project opportunity is in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. Additional volume will be added to the contract once the landing locations are agreed upon. The Forest Service anticipates all felling, limbing and slashing operations will be done by hand, and logs will be transported to a landing via a helicopters. Timber Removal activities shall be scheduled and carried out in accordance with the Timber Removal Specifications. Additional information is attached to this notification describing contact line items, quantities and units of measure and description of requirements. A site visit is not scheduled. Contractors are strongly encouraged to review the contract area, and make their own determination of the volume of marked trees. Questions should be directed to Brenda Anderson, Contract Specialist, +1 (555) 000-0000 or contact@example.gov. Proposals are due February 9, 2011 by 4:00 pm MST - email and faxed proposals will not be accepted. This combined synopsis/solicitation is NOT to be construed as a commitment by the Forest Service.
