Staff Support to Tribal Radioactive Materials Transportation Committee for Engagement with the United States (U.S.) Department of Energy on Radioactive Materials Transportation Planning

The U.S. Department of Energy (DOE) Office of Nuclear Energy is seeking a cooperative agreement under solicitation DE-FOA-0003618 to provide staff support to the Tribal Radioactive Materials Transportation Committee (TRMTC). The primary objective is to facilitate engagement between federally recognized Tribal governments and the DOE regarding the planning and coordination of radioactive materials shipments. This includes ongoing operations and future large-scale transportation of commercial used nuclear fuel, high-level radioactive waste, and other radioactive materials to ensure these programs are safe, secure, and maintain public trust. The estimated period of performance is 60 months, running from November 1, 2026, to September 30, 2031, structured as a one-year base period followed by four one-year budget periods. Individual awards are approximately valued between 1.8 million and 2 million dollars. The scope of work involves stakeholder engagement, committee meeting support, transportation planning, infrastructure and site preparation, emergency response training, and packaging certification. Applicants are evaluated based on their expertise in Tribal government operations and the technical aspects of radioactive materials transportation, as well as their conformance to the Statement of Objectives. Key requirements include registration in SAM.gov and Grants.gov, and compliance with the Davis-Bacon Act and Build America, Buy America preferences. The selection process emphasizes technical review criteria, with a heavy weight placed on the applicant's demonstrated knowledge of Federal policies and past performance in project management. Deliverables include the production of training materials, presentations, and public communication materials, with supplemental tasks determined on an annual basis.
