Parks Canada Agency is soliciting bids for the Stage Two of a two-phase procurement process to execute comprehensive building envelope retrofits on two 1974-era staff housing units located in Fort Smith, Northwest Territories, serving Wood Buffalo National Park. Each single-story residence features a 210.4 square meter, three-bedroom layout with a full basement, constructed on concrete strip footings with wood frame walls, vinyl siding, and asphalt shingle roofing. The retrofit scope includes complete demolition of the existing exterior envelope—vinyl siding, windows, doors, roofing, and insulation—along with removal of the old furnace and associated mechanical systems. New installation standards require a fully upgraded envelope system with drain mat, rigid insulation, waterproofing membrane below grade, air barrier and fire-resistant cladding above grade, fiberglass windows, new exterior doors, metal panel roofing with integrated waterproofing, new roof trusses, and upgraded attic insulation. Concurrent mechanical upgrades include a new heat pump system, air handling unit, and heat recovery ventilator, alongside necessary electrical system enhancements. Air tightness performance testing is mandated at multiple construction milestones to ensure compliance with energy efficiency objectives, and all work must adhere to detailed issue-for-tender drawings and specifications provided exclusively to qualified bidders in this stage. Only suppliers who successfully passed Stage One qualification are eligible to bid in this stage, having demonstrated experience as prime contractor on at least two construction projects in northern or remote Canadian communities within the past five years, each valued at a minimum of $250,000 excluding taxes, with at least one project occurring north of 55 degrees latitude and involving either new construction or a heating building envelope retrofit. Bidders must submit their financial proposals via email attachments, with strict adherence to labeling requirements and file size limits, as submissions in person or by mail are not accepted. Proposal compliance includes mandatory certification of insurance policies issued by Canadian-licensed insurers, adherence to the Integrity Provisions in Appendix 2, submission of an Attestation Form confirming compliance with occupational health and safety requirements, and potential submission of bid, performance, and labor-material payment bonds using prescribed PWGSC forms. The contract mandates security clearances for all personnel, use of certified safety attire on site, and adherence to site-specific emergency protocols. All work must be completed no later than March 31, 2027, and submissions must be received by August 4, 2026, to the designated email address. This procurement is subject to the Policy on Reciprocal Proc
