Parks Canada Agency is conducting a two-stage solicitation process for roadside drainage ditch maintenance along the two-lane section of the Trans-Canada Highway at Field Hill within Yoho National Park, British Columbia. This initial Stage One solicitation, identified by number 5P468-26-0097/A, invites qualified suppliers to submit their credentials for evaluation, with the goal of establishing a pre-qualified list of bidders eligible to proceed to Stage Two. Stage Two will involve an Invitation to Tender with two envelopes: one for the Indigenous Participation Plan and another for the financial proposal based on detailed specifications and drawings. Bids for Stage One must be submitted exclusively by fax or email to the designated address soumissionsami-bidsrpc@pc.gc.ca, with the only acceptable fax number being 1-855-983-1808. In-person or courier submissions are not accepted, and emails containing links instead of attachments are void. The maximum email size is 15 megabytes, including all attachments and metadata; bidders must divide larger submissions into multiple emails clearly labeled with the solicitation number, project name, and sequence (e.g., 1 of 2). All documents must be in PDF format, and bidders must obtain official tender documents exclusively from the Government of Canada’s electronic tendering portal, as reliance on external sources is at their own risk. The work requires removal of debris and obstructions from roadside, interceptor, and take-off drainage ditches, and also includes reshaping existing ditches to maintain proper water flow. The estimated contract value is between $250,001 and $500,000, excluding taxes, with a mandatory completion deadline of October 15, 2026. Successful bidders in Stage One will not be disclosed publicly, and the pre-qualification list will expire within 180 days or upon contract award in Stage Two, whichever occurs first. Bidders must comply with the National Parks Act and all applicable federal and provincial laws. Mandatory submissions include a completed Bid and Acceptance Form, integrity provisions, proof of Procurement Business Number, compliance certifications, and representations regarding conflicts of interest and tax obligations. Supporting documentation must include a Certificate of Insurance with coverage from a Canadian-licensed insurer, as well as bid, performance, and labour and material payment bonds using specified PWGSC-TPSGC forms.
