Standard and Poor's Subscription Services

NOTICE OF INTENT The Internal Revenue Service (IRS), on behalf of the Department of Treasury, Library Services, intends to award a sole source order to Standard & Poor's Financial Services. Services provided will include Standard and Poor's Research Insight and COMPUSTAT Data Service for the Research Insight North American (RINA) and COMPUSTAT Subscription Services. The authority permitting a sole source acquisition is FAR 13.106-1(b)(1), Only One Responsible Source. The period of performance shall be one year. The Standard and Poor's Research Insight & COMPUSTAT Data Service used by Economic Policy and Tax Policy offices contains practically all pieces of data collected by the company over the last 20 years and is the only source of standardized, micro-level data needed for more complicated projects. This data is also needed to precisely test financial model and validate assumptions at both the micro and macro levels as well as to capture long-term trends that may affect policy decisions. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than October 27, 2014, 9:00 AM EST. Responses shall be submitted to Debra.J.Wright@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific service(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and 5. A description of the supply/service(s) and its overall capabilities It is your responsibility to demonstrate how your service(s) is capable of providing the same functionality that exists with Moody's Analytics, Inc mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a service capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
