PAE Mission Systems  is soliciting proposals from the eligible SeaPort-NxG small-business contract holders for end-to-end sustainment and infrastructure support of the Standard Labor Data Collection and Distribution Application (SLDCADA). SLDCADA is an unclassified, web-based Government Off-the-Shelf time-and-attendance and labor-reporting information technology application that supports a large Navy, Marine Corps, and Executive Office of the President user community and directly supports payroll and labor-distribution operations. SLDCADA provides a single input screen via a single sign on capability utilizing Common Access Card/Public Key Infrastructure (CAC/PKI)-based login functionality.  SLDCADA currently provides T&A capabilities and labor reporting services to more than 60,000 users.  This will be a Firm-Fixed Price (FFP) task order with a one-year base award and four one-year option periods.


This is a draft RFP.  The period for questions regarding this RFP ends on Tuesday, October 20, 2026 at 12:00 PM Eastern Standard Time (EST). Questions shall be submitted via email to the PCO, heather.e.glovinsky.civ@us.navy.mil and the Contract Specialist patrick.j.kimener.civ@us.navy.mil. All questions/answers will be viewable in SAM.gov by all offerors. Offerors will be responsible for monitoring the SAM.gov portal for responses. Questions received after the specified period may not be answered.


The final RFP is anticipated to be released November 2, 2026.
