The County of Riverside on behalf of the Riverside County Fire Department is requesting proposals from qualified and experienced fire and emergency services consultants capable of developing a comprehensive “Standards of Cover and Community Risk Assessment” (SOC/CRA) report and fulfilling the requirements of the Center for Public Safety Excellence (CPSE) accreditation process for the Riverside County Fire Department. The purpose of this Request for Proposal (RFP) is to analyze the Department’s current configuration, deployment, support and management of the all-risk fire suppression and emergency medical services delivery system in order to determine the best and most appropriate method to allocate all department operating costs to the county and all contract partners. The Riverside County Fire Department stands as one of California's largest regional fire service organizations. In partnership with the California Department of Forestry and Fire Protection (CAL FIRE), the county provides comprehensive fire protection services. In 2024 alone, the department responded to 196,125 incidents, marking an average annual increase of 3.85% over the past 14 years. Staffed by approximately 1,631 career personnel and supported by around 130 volunteers, the department serves a population of 2.47 million across 7,209.3 square miles, making Riverside County one of the most populous and geographically expansive counties in the state. The service area encompasses unincorporated regions, 19 contract cities, and one Community Service District. The Department operates 95 fire stations spread across nine (9) divisions and fifteen (15) battalions, the department offers all-risk, all-hazard services. These include fire suppression, advanced life support (ALS), basic life support (BLS), technical and swift water rescue, hazardous materials response, and fire prevention services. Equipped to handle both urban and wildland emergencies, the department’s versatile fleet ensures a prompt and effective response to any situation. The overall objective of this requirement is to achieve a complete comprehensive analysis of the Departments current operations. The goal of the SOC/CRA report is to determine the Department’s fixed and mobile response forces for fire, emergency medical services, hazardous materials and other technical responses in the most efficient and cost-effective manner. The final report is to identify cost allocation methods and define current and future needs of the Department, recommended goals, objectives, and the strategy for implementation to meet those needs covering a period of 10 years from date of final report. The awarded contractor is to deliver to the Department a complete comprehensive “Standards of Cover and Community Risk Assessment” report which analyzes, evaluates, develops, and recommends various performance indicators that include, but not limited to: 1. Comparison Report: Compare Riverside County to neighboring counties with neighboring counties. 2. Community Risk Assessment (CRA) report: Identifying and analyzing fire and non-fire risks. 3. Standards of Cover document: Outlining resource allocation and deployment strategies. 4. The final document will contain the (15) sections as outlined in the Center for Public Safety Excellence (CPSE) standards for writing a SOC/CRA document 5. Set of planning tools: As specified in the objectives. 6. 10-year fiscal projection report: Detailing future resource needs based on anticipated growth. 7. CPSE accreditation application documentation: Compiled and prepared for submission. 8. Comparison with neighboring jurisdictions for each section provided.
