The Fleet Readiness Center Procurement Group in Patuxent River, Maryland, intends to award a sole source purchase order to Thomas Instrument, Incorporated for the inspection, evaluation, testing, repair, and calibration of seven Starter Drive Speed Increasers, part number 9459M17G04. This procurement, identified by solicitation number N6852023Q0050 and NAICS code 811210, is being conducted under FAR 13.106-1(b)(i) because Thomas Instrument is the only known entity possessing the proprietary original equipment manufacturer technical data required to maintain configuration control and satisfy government specifications. The requirement is critical for maintaining compatibility with existing aircraft environmental control test equipment, and the government has determined that no other sources can provide the necessary services due to these proprietary constraints. While this notice is not a request for competitive quotes, the government allowed responsible sources to submit capability statements by June 22, 2023, to determine if a competitive procurement was feasible. The primary points of contact for this action are Elden Greuber and Kurt Dronenburg.
