The U.S. Department of State, Bureau of Global Acquisitions, is soliciting a total set-aside for Woman-Owned Small Business (WOSB) concerns to provide Diplomatic Courier Support Services (DCSS). The awarded contractor will provide comprehensive operational and logistic support, including qualified personnel and equipment to manage worldwide inbound and outbound courier escort services for classified pouches. This 24/7 operation supports over 260 Foreign Service posts and requires personnel to work overtime and overnight. The primary places of performance are located in Springfield, Virginia; Miami, Florida; and Sterling, Virginia. The contract is structured as a labor-hour agreement with cost-reimbursable components for surge support and other direct costs. The period of performance consists of a 12-month base period starting November 14, 2026, with four subsequent one-year option periods extending through November 13, 2031. The Department of Veterans Affairs is seeking qualified small businesses to provide STAT and Non-STAT courier services for blood and blood products across VISN 1, which includes Massachusetts, Rhode Island, Vermont, New Hampshire, Connecticut, and Maine, under a five-year Firm Fixed-Price Blanket Purchase Agreement. The contract requires the contractor to supply all personnel, vehicles, equipment, and supervision necessary to deliver critical blood products with stringent time requirements, including emergent STAT deliveries in less than one hour in the Boston area and immediate direct delivery at all other locations. A dependable, ready-and-waiting presence must be maintained at or within one mile of the American Red Cross parking lot in Dedham, Massachusetts, and the contractor must ensure 100% on-time delivery despite potential disruptions such as weather, vehicle failure, or driver no-shows. All services must comply with the Performance Work Statement, applicable federal, state, and local regulations, and include robust tracking capabilities for both shipments and vehicles. The contractor is prohibited from making any other stops during a delivery and cannot supply ice packs, dry ice, or temperature monitoring devices, as packaging and temperature control are the responsibility of the American Red Cross or laboratory personnel. This solicitation is a Total Small Business Set-Aside under NAICS code 492110, open exclusively to small businesses that meet federal size standards and comply with VA-specific subcontracting limitations, which cap subcontracting at 50% for services. Offerors must certify compliance with the VAAR 852.219-75 clause, provide accurate Unique Entity Identifier and CAGE codes, and maintain active representations in SAM, including verification of Small Business status and, if applicable, SDVOSB eligibility through the VIP program. Personnel must be trained in HIPAA, OSHA Bloodborne Pathogens, and HAZMAT. The evaluation process emphasizes a Best Value Determination, where Technical Capability and Past Performance are significantly more important than price, unless offers are essentially equal. Technical evaluation includes assessment of organizational structure, staffing, tracking systems, and contingency planning, while past performance requires references from three or more similar contracts within the last three years. Contractors are subject to rigorous surveillance under the Quality Assurance Surveillance Plan, with performance monitored through direct observation, random sampling, and periodic inspection, and may impact the exercise of option periods. Wage rates are governed by the U.S. Department of Labor’s Service Contract Act, and accelerated payments to small business subcontractors are mandated. The contract requires monthly invoicing supported by delivery
