Special Notice N0016419SNC10 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AD95 Defense Other: Other (Operational Systems Development) NAICS Code: 334413 - Semiconductor and Related Device Manufacturing Response Due Date: 6 August 2019 Request for Solutions: State-of-the-Art Heterogeneous Integrated Packaging (SHIP) Prototype Project (S2MARTS) 1. PURPOSE This Request for Solutions (RFS) is issued to locate vendors with the ability to develop a State-of-the-Art (SOTA) heterogeneous integrated packaging (SHIP) prototype to demonstrate enhanced fabrication and packaging access for Department of Defense (DoD) programs. The primary objective of the SHIP prototype project will be to demonstrate a novel approach to a secure, assessable, and cost effective SOTA integrated, design, assembly, and test leveraging the expertise of commercial industry. In addition, a SHIP prototype will achieve less power consumption and latency, reduced physical size, and improved performance and reliability. Achieving the objective will require novel and innovative methods including unique and secure design tools, and intellectual property for multi-die heterogeneous integration of SOTA microelectronics. Secure SOTA fabrication, assembly, and test resources will also be developed to support successful demonstration of the SHIP prototype that is International Traffic in Arms Regulations (ITAR) compliant. The Government will evaluate the solutions with the intent of awarding an Other Transaction Agreement (OTA) in accordance with 10 U.S. Code - 2371b. In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. 2. BACKGROUND AND SUMMARY 2.1 S2MARTS Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by a Naval Surface Warfare Center, Crane Division Project Manager. 2.2 PROJECT OVERVIEW The Navy's goal is the development of a secure capability to enable the design, manufacture, assembly and test of in-package integration of system-critical components, such as digital (ASICs, Central Processing Units, FPGAs), analog, memory, mixed-signal, RF, and transceivers at a minimum. The Government is also interested in the creation of a secure manufacturing flow that will enable the rapid integration of SOTA microelectronics die using heterogeneous integration allowing the acceleration of technology insertion through advanced prototyping. Please visit the S2MARTS website https://s2marts.org/ to review the full RFS. EVALUATION/REPAIRS
Solicitation # N00016427Q0006
Solicitation N00164-27-Q-0006 is a sole source, firm fixed price procurement issued by the Naval Surface Warfare Center Crane Division for engineering services to support five AN/SLQ-32(V)4 G4DSP-XD3 multiprocessor cards. The primary objective is to perform evaluation diagnostics, failure analysis, and data extraction on non-working processing units to determine if they are repairable or beyond economic repair. Key technical requirements include salvaging Northrop Grumman running scripts and operational binary scripts from non-volatile memory, as well as mapping hardcoded IP schemes and network connection profiles. The government intends to negotiate exclusively with Abaco Systems due to the items being peculiar to one manufacturer, although other responsible sources may submit capability statements for consideration. The contract requires strict adherence to MIL-STD-129 for shipping and marking, NIST SP 800-88 Rev. 1 for media sanitization, and DoDI 8582.01 for the security of non-DoD information systems. Contractors must be registered in the System for Award Management and comply with Cybersecurity Maturity Model Certification (CMMC) requirements under DFARS 252.204-7021. Deliverables include software test reports, computer software products, and system security plans. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system. Offers are due by 4:00 PM Eastern Time on October 26, 2026, and should be submitted electronically to the primary point of contact, Trista Ray.
