This Request for Proposals (RFP) is issued to procure the goods or services, as specified in this Section 2, from a contract between the selected Offeror(s) and the State of Maryland (“State”).The Maryland State Board of Elections (SBE) Statewide Pollbook Modernization (SPM) project will procure and implement software and hardware for a modernized statewide electronic pollbook solution for SBE and the Local Boards of Elections (LBE) to use commencing with the 2028 statewide election cycle. This project includes procurement of the new pollbook, implementation of Maryland-specific modifications, successful statewide integration acceptance testing, training, change management, statewide deployment & implementation, and statewide support and operations. In addition to the pollbook solution, the project scope includes all related and necessary equipment, software, licenses, supplies, travel, transportation, training, and support services needed to deploy and implement the pollbook solution. This project will include the decommissioning and disposal of the current Pollbook equipment and supplies.
