The Pennsylvania Department of General Services (DGS) has issued an open-enrollment Invitation to Qualify (ITQ) for its Statewide Small Business Reserve Construction Management Services under project number DGS 2024-SWSBRCM-001. This solicitation targets DGS Certified Small Business Construction Management (CM) firms to establish a pre-qualified pool of firms eligible to provide construction management services statewide on various DGS Capital Programs projects. The services encompass all project phases including Pre-Design, Design, and Construction stages. This ITQ serves as the first step in a three-step procurement process and will remain open for qualifications and proposals until December 31, 2028, with a contract performance period extending from June 1, 2024 through May 31, 2029. Proposals must be submitted exclusively through the e-Builder electronic bidding portal, which requires vendors to have an active Vendor/SAP number and use a Windows PC due to technical constraints. The selection and review of qualified firms will occur approximately every 60 days, beginning with the initial review meeting scheduled for April 18, 2024. No pricing or cost data are requested at this ITQ stage, as the process focuses solely on identifying qualified small business CM firms that meet DGS certification requirements. While the ITQ emphasizes small business participation and diversity inclusion, no further socioeconomic categories or traditional federal contract clauses are specified. Firms must comply with DGS’s Small Diverse Business Program requirements and demonstrate the ability to navigate the e-Builder system. Once qualified, selected firms will be eligible to compete for subsequent task order assignments issued by DGS for statewide construction projects within the contract term.
