AI Contract Overview
The contract solicitation Q0055 seeks a small business to perform museum-quality restoration of two historic aircraft, the B-17 and SR-71, at the U.S. Air Force Armament Museum located at Eglin Air Force Base, Florida. The work includes limited disassembly, corrosion removal and treatment, sheet metal repair, reassembly, and the application of color-matched, high-gloss polyurethane paint in accordance with specific Federal Standard color codes and technical orders such as AFI 84-103 and T.O. 1-1-691. The contractor is responsible for providing all personnel, safety gear, tools, materials, supervision, and transportation, while the government supplies paint specifications and utilities. All work must meet professional museum standards for appearance and historical accuracy, without requiring airworthiness certification, and must be completed by December 31, 2026. The solicitation is structured as a firm-fixed-price contract under FAR Part 12, with a total small business set-aside under NAICS code 712110, and requires an active SAM.gov registration and CAGE code for eligibility. Offerors must submit firm pricing for all CLINs and include a subcontractor plan if subcontracting is intended. The government retains the right to reject any proposal that fails to meet mandatory requirements, including safety, environmental compliance, or personnel eligibility criteria. All personnel must comply with strict security protocols on Eglin AFB, including coordination with base security, adherence to no-weapon policies, and prohibition of access to classified areas or flight lines. Only approved chemicals listed by the base environmental and HAZMAT pharmacy may be used, and all must be properly labeled per OSHA, DOD, and AFOSH standards. Hazardous waste disposal must follow established HazMat guidelines, and all worksite cleanup is the contractor’s responsibility—daily debris removal and final cleanup one hour before ceremonies are required. The contractor assumes full liability for any damage to government property and must accept rework if deficiencies are identified during on-site inspection by the 96th Test Wing’s maintenance unit. Proposals are due electronically by July 29, 2026, and must include the CAGE code, company details, point of contact, and subcontractor information if applicable. A site visit originally scheduled for July 19 was postponed due to tropical storm conditions and rescheduled for July 20, with a Q&A document made available on July 24
