AI Contract Overview

This sole source commercial acquisition, solicitation FA857125P0048, is for the procurement and installation of static grounding conductive tires for five A60JEX 60ft explosion proof boom lifts located at Robins Air Force Base. The requirement stems from a previous contract awarded to Bailey Specialty Cranes & Aerial, LLC, where it was discovered after delivery and the expiration of the warranty period that these specific assets were missing the required conductive tires necessary to meet Air Force technical order standards. The Department of Defense is utilizing Other Than Full and Open Competition under FAR 13.106-1(b)(1) to award this work to the original contractor. This approach was selected because Bailey Specialty Cranes & Aerial, LLC has the necessary parts in stock for immediate installation, and engaging a different vendor would cause unacceptable operational delays. The objective of the contract is to ensure the form, fit, and function of the existing boom lift fleet are fully compliant with safety and technical specifications.

Full Description

This is a sole source commercial acquisition. Due to the circumstances described herein, the activity requests authority to acquire Static Grounding Tires on 60FT EPBL using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1). Capital Investment Program (CIP) awarded a contract to Bailey Specialty Cranes & Aerial, LLC on Contract FA8571-22-D-0010. According to the purchase description associated with Contract FA8571-22-D-0010, the lifts were required to include conductive tires. However, it was discovered after acceptance and usage in the field that 5 A60JEX lifts did not include the static grounding conductive tires. Additionally, the warranty period has expired on these delivered lifts which would have allowed the contractor to correct at their own expense. With that said, the contractor has agreed to correct this issue to ensure that form, fit, and function of current 60ft explosion proof boom lift fleet meets current Air Force technical order standards. Additionally, going with another company would cause an unacceptable delay in use of the lifts that are already on Robins AFB. The contractor has the tires in stock and are ready to ship and install the conductive tires on the 5 remaining assets.
