J--STEA - X5313 STEAM GENERATOR

This contract seeks a small business to repair, modify, and upgrade Train Car X5313 for use as a steam generator and support car at Steamtown National Historic Site, with the primary deliverable being the installation of a new high-pressure steam generator comparable to a Modulatic®-type packaged unit, along with a dedicated 5-horsepower compressed air system and integration with a government-furnished 125 kW diesel generator. The work includes mechanical disassembly, system fabrication, electrical integration, exterior restoration, testing, and compliance with ASME Section I standards for pressure vessels, including factory hydrostatic testing. The contract is structured as a Firm Fixed Price agreement under FAR Part 12 for commercial items and Part 13 simplified acquisition procedures, issued as a Request for Quote with a submission deadline of June 30, 2026, at 12:00 PM Eastern Daylight Time. Offers must be submitted electronically via email to the contract specialist and include two separate volumes: one for technical capability and past performance, and another exclusively for pricing. Technical proposals are limited to a two-page narrative demonstrating ability to meet the Statement of Work and must include three documented examples of similar projects completed within the last five years. All offerors must be registered in the System for Award Management (SAM) and complete required representations and certifications, as this is a 100% Small Business Set-Aside under FAR 19.5. The evaluation method is Lowest Price Technically Acceptable, where proposals must meet minimum standards in Technical Capability, Past Performance, and Price Reasonableness before award is made to the lowest-priced compliant offeror. The period of performance is anticipated to be four months, beginning July 1, 2026, or the day after award, with delivery expected within 120 days of Notice to Proceed. Contract administration requires daily coordination with the Contracting Officer’s Representative, electronic invoicing through the Treasury’s IPP system, and adherence to numerous FAR clauses including provisions for government property, accelerated payments to small business subcontractors, Buy American compliance, combating human trafficking, and equal opportunity. Insurance requirements mandate minimum coverage of $100,000 for employer liability and $1,000,000 per occurrence for bodily injury liability.
