ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

AI Contract Overview

The United States Space Force Space and Missile Systems Center has issued an award notice for the STEC-14 Space Test and Engineering Contract Second Bridge Extension under solicitation FA8818-22-C-0007. This contract tasks LinQuest Corporation with providing highly specialized 24/7 on-console operations, including pre-launch, launch, early orbit, and on-orbit services for 14 space vehicles at the Research, Development, Test, and Evaluation Support Complex, with potential support for up to nine additional missions. Due to the complexity of the missions and the high tempo of operations, the work requires experienced personnel with Top Secret/Sensitive Compartmented Information clearances. The government designated LinQuest Corporation as the sole responsible source for this extension to avoid unacceptable delays and risks to on-orbit satellite missions and ground system development. This decision was based on the incumbent's satisfactory performance, existing familiarity with the unique satellite missions at the complex, and the immediate availability of cleared personnel. The services are performed primarily at Kirtland Air Force Base in New Mexico and Schriever Space Force Base.

Full Description

This announcement constitutes an Award Notice by the United States Space Force (USSF) Space and Missile Systems Center (SSC), Development Corps Innovation & Prototyping Delta (I&P), Prototype Operations Branch (SCIX), Contracting Office (SSC/SCK-IK) KAFB, New Mexico. Background: STEC14 currently provides Pre-Launch, Launch & Early Orbit (L&EO), and On-orbit services for 14 space vehicles flown at the Research, Development, Test, and Evaluation Support Complex (RSC) as well as support operations at Schriever Space Force Base (SSFB). Up to 9 additional missions may require STEC14 support during the bridge period. The support consists of highly specialized operators to support dedicated 24/7 on-console operations. The missions have few tasks that can be automated, requiring more experienced operators to execute objectives. The space vehicles and their payloads go through various checkouts and high tempo operations that add more complexity to the operating environment. Most of the missions require Top Secret/ Sensitive Compartmented Information (TS/SCI) cleared personnel. The Government determined there exists only one responsible source, the incumbent (LinQuest Corporation), capable of performing these highly specialized services in the time required for this bridge extension. LinQuest is performing satisfactorily; LinQuest is necessarily in-place, familiar with the RSC and its unique satellite missions, and provides highly qualified and TS/SCI cleared personnel to support current and potential RSC satellite operations. There is insufficient time to compete and transition RSC operations from the STEC14 incumbent to a new contractor, and for that new contractor to get required TS/SCI personnel in place. Competing the STEC14 Bridge extension would result in an unacceptable delay to award that poses significant risk to on-orbit satellite missions and ground system development activities.

The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense.
