The Department of Commerce National Institute of Standards and Technology issued solicitation 1333ND18QNB730517 for the fabrication and delivery of 39 structural steel beams and girders to the National Fire Research Laboratory in Gaithersburg, Maryland. These components, which include various W-shape beams made from ASTM A992 material grade, will form the framework for a two story multi bay steel framed structural assembly used to study the performance of concrete steel composite floors under fire loading conditions. The acquisition is a 100 percent small business set aside under NAICS code 332312, utilizing simplified acquisition procedures and a lowest price technically acceptable evaluation criteria. Strict adherence to AISC and ASTM standards and precise fabrication tolerances are critical to ensure compatibility with existing components. Technical specifications clarify that while bare steel must be cleaned per the statement of work, neither painting nor blasting is required. The contract includes detailed requirements for quality control, inspection, and acceptance, with delivery terms set as FOB Destination. Following several amendments to address technical clarifications and extend the submission timeline, the final quotation deadline was moved to September 18, 2018.

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1. The associated North American Industry Classification System (NAICS) code for the requirement is 332312 - Fabricated Structural Metal Manufacturing. The small business size standard is 500 employees. The acquisition is 100% set-aside for small businesses. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The National Fire Research Laboratory (NFRL) at the National Institute of Standards and Technology (NIST) provides the capability to test full-scale building structures under hydraulically applied loads and realistic fire conditions. The facility is a unique National resource for large-scale structural-fire tests to validate computational models used to predict building performance in fire. The facility allows researchers to study the response of the full structure to fire, rather than the response of individual building elements or subassemblies as is the case in current practice. Research conducted in this facility will help to provide the technical basis for improvements to codes, standards, and design of building structures for fire. The purpose of this acquisition is for the fabrication of structural steel Beams and Girders to be delivered to the NFRL located at NIST in Gaithersburg, MD. These components (members) will provide the framework for a two story multi-bay steel-framed structural assembly, for an upcoming test series in which the structural performance of concrete-steel composite floors on steel-framed structural assemblies under fire loading conditions will be studied. NIST will provide design drawings for the components. Fabrication tolerances on the specified dimensions are critical to ensure compatibility with the existing components, and to ensure that the system can be assembled together as required. Note: Reference attachments for complete solicitation. **Amendment 001: The purpose of this amendment is to respond to a question posed by a potential offeror. The question and answer can be found within the attachment titled, "Amendment 001 Text."** **Amendment 002: The purpose of this amendment is to respond to a question posed by a potential offeror. The question and answer can be found within the attachment titled, "Amendment 002 Text."** **Amendment 003: The purpose of this amendment is to extend the due date for quotations. The due date for quotations is hereby changed from September 10, 2018 5:00 p.m. Eastern Time to September 18, 2018 3:00 p.m. Eastern Time.**

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
