The Naval Air Systems Command plans to issue a sole-source delivery order under Basic Ordering Agreement N00019-22-G-0002 to the Bell Boeing Joint Project Office for Non-Recurring Engineering efforts supporting a Step 2 Engineering Change Proposal to enhance the Proprotor Gearbox Input Quill/Clutch design on the MV-22, CV-22, and CMV-22 Osprey aircraft. This action is justified under Title 10 U.S.C. 3204(a)(1) and FAR 6.103-1 due to the exclusive expertise and proprietary technical data held by Bell Boeing as the sole designer, developer, and producer of the V-22 tiltrotor platform, making it the only viable source capable of executing the required engineering and logistical support. The procurement is specifically for engineering documentation, data, and logistics integration tied to the upgrade, with no competitive solicitation planned unless new information emerges that challenges this exclusivity. The solicitation number for this presolicitation notice is N00019-24-RFPREQ-APM275-0310, posted on June 5, 2026, with a response deadline of June 20, 2026. While this notice does not constitute a request for proposals, interested parties may submit capability statements for the government’s consideration in determining whether to open the requirement to competition, though any decision to compete remains entirely at the government’s discretion. The primary point of contact is Sarah J. Springer at Patuxent River, Maryland, with Jeffrey Norris as secondary contact. The work will be performed in Amarillo, Texas, under NAICS code 336413, and subcontracting opportunities are available through Jim Green at Boeing and Anita Laird at Bell Flight.

The Naval Air Systems Command intends to negotiate and issue a Delivery Order under Basic Ordering Agreement (BOA) N00019-22-G-0002, to the Bell Boing Joint Project Office, on a sole-source basis for Non-Recurring Engineering (NRE) to provide logistics, data, and documentation support of a Step 2 Engineering Change Proposal (ECP) for improved PRGB Input Quill/Clutch design on the MV-22, CV-22 and CMV-22 Osprey aircraft.

This action is being awarded on a sole source basis to the Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.103-1, “…only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort.  Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement electronically to the Point of Contact(s) listed within this notice. This notice of intent is not a request for competitive proposal. However, any capability statements will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

For possible subcontracting opportunities, please contact Mr. Jim Green and James.t.green@boeing.com or (610) 591-3814 and/or Ms. Anita Laird at alaird01@bellflight.com or (301) 866-6503.

FortiNet FortiGate Software License Renewals
Solicitation # N00019-26-RFPREQ-APM290-0806
The Naval Air Systems Command at Patuxent River, Maryland, requires renewal of Fortinet FortiGate software licenses to maintain critical communications security for the P-8A Poseidon aircraft. These renewals are essential to ensure ongoing support, updated threat protections, and operational integrity of existing firewall systems onboard the aircraft. Due to the proprietary nature of FortiGate technology—including the software, antivirus definitions, intrusion prevention files, and associated technical support—the U.S. Government lacks the necessary technical data package to replicate or independently support these systems. As a result, only Fortinet's authorized federal resellers are capable of providing the exact, mission-certified licenses and services required, making them the sole responsible sources under prevailing federal procurement authorities. This action is being conducted on a limited competition basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing the exclusivity of authorized Fortinet resellers. While this announcement serves as a notice of intent rather than a formal solicitation, the Government will evaluate any responses received within 15 days of publication to determine if full and open competition is feasible. All submissions must reference the solicitation number N00019-26-RFPREQ-APM290-0806 and be emailed to Contract Specialist Frank Schibler by 4:00 PM Eastern Time on June 11, 2026. Responses may influence the Government’s decision to proceed with a non-competitive award, and no formal bidding process is currently planned unless information submitted demonstrates otherwise.
