This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice.


This solicitation is a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.


The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees.  


This combined synopsis/solicitation is issued as full and open competition.


The National Transportation Safety Board ’s Office of Research and Engineering (RE), Materials Laboratory Division (RE-30) has a requirement to purchase one (1) stereomicroscope.  


The anticipated delivery date is 120 days from the date of award.


Review Attachment 1 – Statement of Work (SOW) which is attached hereto and incorporated herein for additional information.


Basis for Award
The Government may award one (1) firm-fixed-price contract to the responsible Contractor whose quotation conforms to the RFQ, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the lowest price technically acceptable (LPTA) offer.

Electronic Dissemination of Combined Synopsis/Solicitation
Access to this RFQ and any amendments will be posted on the System for Award Management (SAM) website at www.sam.gov under Contract Opportunities. All contractors are cautioned that it is their responsibility to frequently check the website to ensure they have received all issued amendments.

The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB).
