This combined synopsis/solicitation is a BRAND NAME requirement for the procurement of OEM “Curtis Wright / Paul Munroe" Stern Gate Assembly Parts in support of SRF-JRMC. It is prepared in accordance with the Revolutionary FAR Overhaul (RFO), Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotesare being requested, and a separate written solicitation will not be issued.



BRAND NAME STATEMENT: In accordance with the Revolutionary FAR Overhaul (RFO) 12.102 “Restricting Competition”, interested offerors may identify their interest and capability to respond to this requirement/submit quotes prior to the solicitation closing date shall include documentation from the OEM establishing that the quoted part(s) are genuine; including traceability to the original manufacturer and manufacturer warranties. Quotes received without inclusion of the aforementioned OEM documentation will be deemed non-compliant.



Solicitation number N0040626Q0436 is issued as a request for quotation (RFQ) for the procurement of Stern
Gate Assembly parts.



This acquisition is not set-aside for small business concerns. The applicable NAICS Code is 333998, All Other Miscellaneous General Purpose Machinery Manufacturing, with a corresponding small business size standard of 5,502 employees. The product and/or service code is 4320.



The Government intends to award a firm fixed price (FFP) purchase order. This acquisition is being conducted on a Full and Open Competition basis for commercial products and services. Interested parties may identify their interest and capability to respond to the requirement and submit a quotation. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.



The solicitation incorporates provisions and clauses in effect through the current Federal Acquisition Circular (FAC) 2026-01 with an effective date of March 13, 2026. The full text of all FAR provisions and clauses may be accessed electronically at Acquisition.gov.

Quotes will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Products and Commercial Services: In accordance with RFO FAR 12.201-1 and FAR 12.201-2 as applicable. Due to the interrelationship of the services required, the Government intends to make a single award to the responsible offeror whose offer represents the best value to the Government, considering Technical Acceptability, Past Performance, Delivery,Price, and any other evaluation factors identified in this solicitation.


Quotations that do not address the entire requirement may be determined unacceptable and ineligible for award.



Questions regarding this solicitation, shall be submitted via email to Denise Manor at denise.e.manor.civ@us. navy.mil no later than seven (7) calendar days prior to the quotation due date.  Any questions or requests received after this deadline may not be answered.  To be considered for award, all quotations shall be submitted in Microsoft Word, Microsoft Excel, or Adobe
PDF format and shall include:

1. Official Company Name;
2. Point of Contact, including name, email address, and telephone number;
3. CAGE Code; Large or small according to NAICS code: 333998
4. Completed FAR 52.212-3 Alt. I, Offeror Representations and Certifications-Commercial Products and Commercial Services, If representations and certifications are not current in SAM.gov.  System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/.


Quotes shall remain valid for a minimum of thirty (60) calendar days after the closing date for receipt of
quotations.

Exceptions to Solicitation Requirements: Offerors shall identify any exceptions to the solicitation terms, conditions, specifications, or Statement of Work. Any proposed alternate product or service shall be supported by sufficient technical documentation demonstrating compliance with the Government's requirements. Failure to identify exceptions will be construed as acceptance of all solicitation requirements. The Government may determine quotations that fail to provide required technical documentation for proposed exceptions to be unacceptable.
