AI Contract Overview
The United States Transportation Command (USTRANSCOM) Acquisition Office plans to issue a solicitation (HTC711-25-R-E126) for Stevedoring and Related Terminal Services (S&RTS) at the Port of Philadelphia, specifically at the Packer Avenue and Tioga Marine Terminals. This procurement will be executed as a single, fixed-rate schedule Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year base ordering period from March 15, 2026, through March 14, 2031, with an option to extend services for an additional six months under FAR clause 52.217-8. The contract requires offerors to provide comprehensive terminal services including loading, discharging, labor provision, and equipment management, ensuring continuity of operations, especially during crises such as pandemics or national emergencies, as detailed in a required Mission Essential Plan pursuant to DFARS 252.237-7024. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, meaning that while price is decisive, submissions must meet all technical acceptability criteria, including adherence to the Performance Work Statement (PWS), submission of a compliant Schedule of Rates, and an acceptable Mission Essential Plan that addresses essential personnel acquisition, crisis continuity, training, and alert protocols. The solicitation aligns with FAR Part 15 (Contracting by Negotiation) and FAR Part 12 (Acquisition of Commercial Items) and mandates compliance with the Service Contract Act applying wage determination No. 2015-4233 for the region. Offers must be electronically submitted through SAM.gov, with no hardcopy proposals accepted. The contracting office is located at Scott Air Force Base, Illinois, and the main points of contact for the solicitation process are Contract Specialists Melissa Romagno and Cassandra Range. Key contractual obligations include maintaining uninterrupted terminal operations, fulfilling wage and labor standards, and executing statutory reporting and compliance requirements. The solicitation’s detailed requirements, evaluation criteria, and proposal instructions are outlined in numerous attachments including the PWS, Mission Essential Plan template, and technical worksheets to ensure operational readiness and service continuity over the contract period.
