This initiative aims to implement innovative, commercial satellite command and control (C2) mission operations services to reduce observation costs and integrate technological advancements. The scope includes 24x7x365 C2 capabilities, mission planning, flight dynamics, and telemetry processing for multiple constellations, including JPSS, SOLAR-1, and GOES-R, with a goal of full operational capability by 2029 and demonstrations beginning in 2028. The procurement follows a multi-phase competitive down-select process. Phase I requires the submission of a white paper, due October 26, 2026, which must include an executive summary, a detailed solution aligned with the Statement of Objectives, a value proposition, and Rough Order of Magnitude (ROM) pricing. Selected offerors will proceed to Phase II for final evaluation based on technical superiority, innovation, and data rights. Technical requirements include compliance with FISMA High Impact Level and NIST 800-53 or NIST SP 800-171 security controls, as well as the ability to host ITAR and EAR information. Meadowlands Sustainment
Solicitation # FA8819(10-2026)
The Space Systems Command, located at Los Angeles Air Force Base, is conducting market research through a Sources Sought notice to identify capable contractors for the sustainment of the Counter Communications System (CCS) Meadowlands. This effort involves the technical, logistical, software, and hardware support for a geographically dispersed fleet of up to 56 systems operating across the UHF, L, C, Ku, and KA RF bands. The scope of work includes organizational, intermediate, and depot-level maintenance, supply chain management for obsolescence and spares, and comprehensive software sustainment including cybersecurity remediation and configuration control. The systems are deployed across USCENTCOM and USPACOM, with additional support requirements for EUCOM, SOUTHCOM, and NORTHCOM. The government is considering a firm-fixed-price contract structure with potential performance incentives based on metrics such as mission-effective system-hours. The envisioned period of performance is approximately six years, consisting of a one-year base period and five option years. Due to the nature of the work, contractors must be capable of operating within secure facilities at various security levels, including Secret, TS/SCI, and SAP F. While currently listed with no set-aside, the government reserves the right to set the acquisition aside for small businesses, including woman-owned and socially disadvantaged firms. Interested parties must submit a Statement of Capabilities by November 18, 2026, detailing their technical approach to mission effectiveness, workforce surge capacity, and transition continuity.

Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.

NSWCCD requires offshore and beyond line of site (BLOS) service to their watercraft for support of engineering, test, evaluation, and demonstrations. This will be a competitive acquisition. The period of performance is anticipated to initiate in summer 2020 with a total period of performance of five years. The DRAFT PWS is being issued to broaden the Government's understanding of industry capabilities to further improve and enhance the government's ability to acquire satellite services based on changing technology and dynamics in the industry. Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 15 pages, single spaced, 12-point type, with at least one-inch margins on 8 1/2 X 11 page size.
