The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SHA-66645-R1, pursuant to Fish and Game Code section 1602 to the City of Redding. The project is limited to installation of lighting along the existing Venture Parkway Road and extension of the roadway approximately 1 mile south (to just north of the southern bridge) to accommodate existing and new development. The project would extend along Venture Parkway approximately 2.4 miles, from the east end of the northern bridge to the north end of the south bridge. There would be approximately 1.4 miles of trenching adjacent to the existing paved roadway for conduit and light installation. In addition, 1 mile of new paved roadway would be constructed, including all wet and dry utilities (water, wastewater, storm drains, electric, cable, telephone). The work will require excavation, tree removal, utility installation, paving, striping, lighting, signage, drainage modification, and construction of new vegetated roadside swales. The project would remove four oak trees approximately 12-24 inches diameter at breast height (DBH), five oak trees approximately 6-12 inches DBH, and 30 oak trees approximately 2-6 inches DBH. Two culverts would be installed in ephemeral drainages under the new Phase 2a roadway to convey water from the new swales and away from the roadway. Drainage System 1 (OW1): Work includes the removal of a 44.5-foot-long existing culvert and installation of 138 linear feet (lf) of 48-inch concrete pipe, two inlets, a catch basin, two reinforced concrete headwalls, and rock energy dissipation pad with rock slope protection (RSP) fabric. The work at Drainage System 1 will result in 0.002 acres of permanent impact to an ephemeral stream (OW1). The material consists of 3,090 cubic yards of concrete (pipe, inlets, catch basin, and headwalls), and 11.4 cubic yards of RSP (energy dissipation pad). Drainage System 4 (OW2): Work consists of installing 180 lf of 24-inch diameter concrete pipe, two drainage inlets, a catch basin, two reinforced concrete headwalls, and a rock energy dissipation pad with RSP fabric. The work at Drainage System 4 will result in 0.001 acres of permanent impact to an ephemeral stream (OW2). The fill material consists of 1,307 cubic yards of concrete (pipe, inlets, catch basin, and headwalls), and 5.6 cubic yards of RSP (energy dissipation pad). Compensatory mitigation is not proposed, as the Business Park impacts were mitigated through onsite creation, restoration, and enhancement in 2009, and monitored through 2019. The City of Redding also placed approximately 320 acres of the site into Open Space, with 249 acres of that consisting of Preserve Open Space and protected through a conservation easement.
