Stockton San Joaquin River Pipeline Remediation Project

The City of Stockton is undertaking the San Joaquin River Pipeline Remediation Project to address reduced cover depth on a 36-inch Regional Wastewater Control Facility pipeline that crosses the San Joaquin River. Over time, river scour has eroded the soil covering the pipeline, bringing it below the federally and state-mandated minimum of five feet of cover, which poses risks to infrastructure integrity and regulatory compliance. The project will involve a combination of in-water and land-based activities, including dredging and excavation of the riverbed above and around the pipeline, grading on the landside of the levee, and placing layers of gravel and rip rap to restore and reinforce adequate cover. These measures are designed to ensure long-term protection of the pipeline while meeting all applicable environmental standards. To minimize impacts on the San Joaquin River and its aquatic ecosystems, the project will implement strict water quality protection measures and adhere to established in-water work windows that avoid sensitive spawning and migration periods. All construction activities will be carefully managed to prevent sedimentation, turbidity, and other disturbances to water quality and native species.
