AI Contract Overview
This contract, issued under solicitation number SPE1C1-26-T-1195 by the Defense Logistics Agency through its C and T Supply Chain office, is a simplified acquisition for three units of involuntary restraints with NSN 8465-01-515-3155, to be delivered FOB destination within 20 days by May 21, 2026. The contract mandates strict compliance with DLA’s Master List of Technical and Quality Requirements, which takes precedence over all other standards including ASTM D3951 and MIL-STD-129 for packaging and labeling. Each item must be individually bar-coded with a 13-digit National Stock Number and an accompanying 12-digit government-assigned Universal Product Code printed beneath it, using paper tags made of standard bleached sulfate with a 100-pound basis weight and smooth finish suitable for thermal printing, attached by a fastener with a hole for secure fastening. The barcodes must be medium to high density, fully visible even when the item is folded and packaged as directed, and must not damage the item. For items placed in plastic bags, Type VII pressure-sensitive labels per MIL-DTL-32075 are required; for bundled or loose items, Type VIII paper tags are specified. Defects such as unreadable barcodes, missing human-readable interpretations, or labels obstructing visibility or damaging the item are non-conforming. Inspection and acceptance occur at the destination and are conducted under FAR 52.246-2, with acceptance sampling governed by MIL-STD-1916 or ANSI/ASQ Z1.4, as MIL-STD-105E has been officially canceled. Packaging must adhere to MIL-STD-129 for marking and labeling, and hazardous materials must be packaged per TQ requirement IP025, while non-hazardous items follow ASTM D3951 unless superseded by DLA requirements. Palletization is required to comply with RP001 guidelines. Delivery is to the Distribution Management Office at Camp Lejeune, NC, with freight shipping via traceable means only—parcel post is prohibited. The contract includes clauses from FAR and DFARS addressing small business representation, equal opportunity, trafficking in persons, employment eligibility, cybersecurity compliance per NIST SP 800-171, hazardous material handling, transportation by sea, whistleblower protections, and cyber incident reporting.
